Middle-Out
It's common to talk about top-down versus bottom-up approaches, but ever heard about middle-out? Didn't think so.
I've got a post somewhere on LinkedIn where I talk about middle managers (e.g. supervisors and managers). Situated between those on the front line and senior leadership, they're well placed to draw connections between the strategic and tactical.
So, for all practical purposes, don't overlook this group. They may very well be the best place to start.
